In November 1985 the city council of the time drew up an agreement with the company Procaccini, within a subdivision plan that provided for the transfer of the entire area to the City and the demolition of some of the buildings. Over the years ideas for the use of the area have taken various directions.
Following the study carried out to identify new spaces to be used for activities for young people, the city council decided to modify the original agreement by organising the area and original buildings in such a way as to safeguard the basic architectural appearance, believed to be a precious example of industrial technology and allow the creation of a large youth centre for artistic production.
What it wanted was to reclaim the abandoned industrial area situated in a central zone of the city, to create a centre for young people where they can test out their ideas and abilities in contact with business operators and experts from the various categories of cultural production.
Is going to be a place where different artistic and cultural activities can be carried out directly by young people or by parties that intend to work with youths by sharing their skills and professionalism, creating an articulated space where it is possible to join culture and production and make real actions that involve artistic expertise, business activities and distribution circuits; a world where individual creativity is also feasible since it will be possible to form relationships with others for reciprocal betterment and more effective proposals.
The choice made by the city council concerning the end use of La Fabbrica del Vapore (The Steam Factory) was to define the project guidelines, the purposes and objectives of the operation, the hypotheses for general activities, the possible parties and management models, reserving the right to identify the specific contents of the operations and the legal arrangement of the management board on the basis of the projects presented and the proposing parties chosen. In fact, if this place is destined to become a centre for study, experimentation and cultural production this must take into account the need to join these conditions with new production modules, whether they be material or immaterial, as well as a socio-economic accounting.
The initiative hypothesises the presence of a variety of business operators from various sectors that would have the opportunity to meet with each other, to exchange information, to create projects through the interpretation of their respective professional skills in view of a separate or common purpose.
